This research aimed at analyzing factors hindering industrial clusters from contributing to the achievement of sustainable economic development in Palestine.

The study followed the descriptive methodology to qualitatively evaluate the role of government and companies as potential causes hindering industrial clusters from achieving economic development by gathering related secondary data on the topic opening the way for further quantitative and empirical research in the future.

The study concluded that governmental policies aiming at economic development are not contributing to clusters' development at the industry level due to its sectorial orientation, and other external limitations on the economic development, by the same token, companies also are not contributing to clusters development due to industry fragmentation, and fierce completion.

The study provided a set of recommendations constituting a framework for governmental and companies to work integratively with all constituent stakeholders in a way that leads to clusters development first, and economic development secondly as cluster development is a prerequisite for economic development.
