The paper discusses the political underpinnings of the European aid to the Palestinians in the Occupied Palestinian Territories, and its main chrachteristics from the pointview of the Intarnational Humanitarian Law. It aims to assess this aid through the lenses of the extent to which this aid is compatible with the concept of "development as a tool to national liberatioin". The paper concludes that EU aid doesn't consist a tool that help to enables the Palestinians of thwarting the occupation.
