How media portray terrorism

It is well known that, until now, there is no definition that could be agreed upon for terrorism. Is terrorism killing civilians? Is the resistance of occupation terrorism? Is the opposition of tyranny and oppression, and seeking freedom and democracy, terrorism? Can we regard the crimes committed by gangs for the purpose of steeling as terrorism? Can we describe a crime committed by an individual, like what happened in Norway in 2011 (and similar incidents in the USA) terrorism? Or terrorism is crime against civilians, committed systematically and continuously by radical groups? Can we consider what a state commits against its people or against other peoples as terrorism?

Why is there an exaggeration of crimes committed against civilians by Arabs and Muslims, while similar crimes committed by “the white man” does not take the same media coverage?
