Studying the issue of peace in Islamic jurisprudence gives a clear idea of the basis on which Islam adopts the establishment of relations with others. The basic principle of international relations in Islam is based on peace and not war, peace is priority and war is when necessary only. In spite of this basic principle of peace, however Islam urges on the adherence of the power elements and the preparation for war under any circumstances in order to confront the addressors, protect our religion, and preserve the dignity of the Islamic nation. The most important condition of peace agreement is to realize the benefits and interests for Muslims, the standards of this interest are: the benefits that Muslims acquire from this peace are more than the benefits of their enemies, or equal benefits at least. This peace also should not abdicate any of the rights of Muslims, and should not demonstrate the Islamic nation in a weak and fragile way.
