Road maintenance management is essential for maintaining transportation infrastructure, ensuring road safety, and optimizing limited financial resources. Conventional road maintenance practices often rely on periodic inspections, engineering judgment, and historical records, which may limit the ability of road agencies to accurately predict
pavement deterioration and prioritize maintenance interventions. Recent advances in Artificial Intelligence (AI), including machine learning, deep learning, computer vision, fuzzy logic, and optimization techniques, provide new opportunities to improve road condition assessment, deterioration prediction, maintenance prioritization, treatment
selection, and budget allocation. This study critically reviews the current applications of AI in road maintenance management, with particular emphasis on their potential applicability to the Palestinian context. The review examines the strengths and limitations of major AI approaches in terms of accuracy, data requirements, interpretability, computational complexity, implementation cost, and practical suitability for road
agencies. Particular attention is given to the availability and quality of road condition, traffic, maintenance, and historical data in Palestine, as well as institutional, technical, and financial barriers that may constrain AI implementation. The review identifies significant opportunities for using AI to enhance existing pavement management and maintenance-prioritization practices in Palestinian municipalities. Finally, the study
proposes directions for developing context-specific AI-based decision-support systems that can assist Palestinian road authorities in condition assessment, maintenance prioritization, deterioration prediction, and efficient allocation of limited maintenance resources.
