This study seeks to evaluate the security implications of displacement and refugee crises on the residents of the Gaza Strip during the "Al-Aqsa Flood" battle of 2023. It examines the motivations and factors driving the Israeli entity to implement displacement and refugee policies targeting Gaza's population and investigates the strategies employed by Palestinians to address these policies. The study also explores the impact of these policies on both the Israeli entity and the Palestinian population, analyzing the obstacles and challenges faced in the context of international inertia. Despite the blockade and extensive destruction of Palestinian infrastructure, the study highlights the determination of the Palestinian people to remain on their land, opting for displacement over refugee status, which has adversely affected the Israeli entity.
The research employs multiple methodologies, including both deductive and inductive approaches, which complement each other in assessing security impacts. A descriptive-analytical approach will be used to provide a detailed examination of the displacement and refugee phenomena, tracing their origins and evolution—a phenomena initially employed by Zionist militias and now continued by the Israeli Defense Forces, which has been denounced as a child-killer by the United Nations. Additionally, a historical approach will be incorporated.
The pervasive sense of insecurity among Gaza’s residents stems from the Israeli entity’s displacement and refugee policies, compounded by concerns regarding the future in light of the United Nations’ failures and institutional paralysis, exemplified by Israeli representative Gilead Erdan’s symbolic act of tearing the UN Charter at the General Assembly. Despite these circumstances, the occupation has largely failed to achieve its objectives, particularly in creating an environment hostile to Palestinian resistance. Instead, the Palestinian population has cultivated a supportive environment for resistance. Through their counter-narratives, Palestinians and their resistance have succeeded in fostering divisions and dissent within Israeli society, manifesting in reluctance to enlist and serve in the military and creating a rift between the Haredi community and the broader Israeli left and center.
The resistance has resulted in significant negative repercussions for the Israeli government and society, including: reverse migration of Jews, reluctance to enlist and desertion from military service, labor shortages, budget deficits, decreased sales of military equipment, the collapse of deterrence theory, diminished global public support, a decline in the Israeli-Arab normalization process, and a resurgence of the Palestinian issue both regionally and internationally, after being overshadowed by the Arab Spring revolutions and the Russia-Ukraine war. Additionally, Israeli policies face substantial challenges, including global diplomatic opposition amid international inertia, explicit rejection of the Israeli plan by neighboring countries (Egypt and Jordan), and the failure of the occupation to create a hostile environment for Palestinian resistance.
