Assessment of Bus Productivity Level and Restructuring Scenarios in the West Bank, Palestine

Developed countries pay great attention to public transport (PT) in terms of development and evaluation as it is one of the bases of success for that nation. In the West Bank (WB) of Palestine, the PT is generally neglected and worn out. There is no periodic study about the productivity of bus services provided and their efficiency and effectiveness. Despite of the relatively large number of daily passengers, only 15% of them use buses because of the lack of confidence in the service. Therefore, this study aims to measure the productivity of buses for the inter-city lines in the WB, and to identify ways in which the bus sector can be more productive.

Required data were collected through field surveys for all WB governorates, from the official authorities or previous studies, and interviews with service providers and decision makers for 22 bus lines.

Generally, the PT system in Palestine is non-productive. The number of daily trips and bus ridership is relatively small, and the fleet is relatively old. Passenger’s trust in buses should be revamped by modernizing the fleet. It is also essential to carry out periodic studies for this sector and collect statistical information. There must be integrated work at the institutional and legal levels with the service operators by organizing and institutionalizing the sector, merging companies and lines, improving and expanding road networks, and providing marketing for this sector and the necessary financing.
