ETHICAL LEADERSHIP OF PUBLIC SECONDARY SCHOOL PRINCIPALS IN JERUSALEM AND ITS RELATIONSHIP IN IMPROVING THE TEACHERS’ EFFICIENCY FROM THE PRINCIPALS AND TEACHERS PERSPECTIVES

The study aimed to identify the level of ethical leadership and the level of efficiency of the teaching staff in public secondary schools in Jerusalem from the principals and teachers’ perspectives and the role of the study variables (gender, educational qualification, and years of experience) in the responses of teachers and principals towards the level of ethical leadership practice and the level of improving teaching efficiency.

In order to achieve the objectives of the study, the researcher used the method of mixing the descriptive approach in its relational form with the qualitative approach,

The study population consisted of (70) principals, and (2326) teachers from public secondary schools in Jerusalem. The study used the questionnaire and the interview. The sample of the study consisted of (5) principals and (353) teachers.

The results showed that the level of ethical leadership among principals of public secondary schools in Jerusalem from the point of view of principals and teachers was high, and that the level of efficiency of the teaching staff in public secondary schools in the city of Jerusalem from the point of view of principals and teachers was very high.

The results showed that there is a statistically significant relationship between the level of ethical leadership and the efficiency of the teaching staff in public secondary schools in Jerusalem from the point of view of principals and teachers.

The results showed that there were no statistically significant differences at the significance level (α = 0.05) between the averages of the study sample's responses towards the level of moral leadership in public secondary schools in Jerusalem from the point of view of principals and teachers, due to the variables of gender, educational qualification, and the presence of Differences in the variable of years of experience in favor of less than 5 years.

The results showed that there were no statistically significant differences at the level of significance (α=0.05) between the averages of the study sample's responses towards the level of improving the efficiency of teachers in public secondary schools in Jerusalem from the point of view of principals and teachers, due to the variables of gender, educational qualification, and years of experience.

The qualitative results showed that the successful, strong, and fair personality of the principal, who enjoys many moral characteristics, which represents in its totality being a role model for teachers and an incentive for them to be balanced in carrying out their role to the fullest, has a significant impact on being moral leadership that improves the efficiency of the teaching staff.

The study recommended paying attention to the practice of ethical leadership by principals of public secondary schools in Jerusalem because of its importance in improving teaching efficiency.
