This research aims at exploring the effect of e-learning throughout Covid 19 pandemic on the scientific level of the sight-disabled Palestinian university students. It is also to identify the mechanisms and images that could lead to national educational strategies which could prepare a suitable educational teaching environment for the disable-sighted Palestinian university students who follow e-learning at times of crises. The research group followed the quality method and the controlled groups of the disabled students in five Palestinian universities. 

The Study has ended with to the following conclusions: 

The universities do not have a unified plan to deal with the crisis, particularly what deals with the sight- disabled students which resulted in confusion at the beginning for most of them. 

The most significant obstacle that faced the sight-disabled students was the shortage in programs that transfer the text (for reading only) and pictures into text files that are easy to read using sound reading program. 

The weakness of internet quality and losing its signal, high financial cost and the cut of electric power are problems that faced these students.
