The study aimed to identify the most important features of the current reality of the scientific research environment of Palestinian universities and research centers through the study of infrastructure and that belonged to quality of scientific publishing, participation in scientific events, conferences and seminars, ending the seriousness of the Palestinian decision-maker in improving the educational reality through adopting the incentive strategy for scientific staff so that they enable to scientific production efficiently and effectively. The researchers have reached several results for research, perhaps the most important of them: the scientific research environment in Palestine has characterized from its inception until now by giving priority to researchers and academics to lecture and teaching in the universities instead of adopting the philosophy of scientific research.
