The problem of conflict of laws may arise in the formality of the international contract for the judge to determine the law applicable to it. This research aims to analyze the legal text related to the formalities of international contracts, in terms of determining the scope of this rule and the problems involved in it. We have concluded through this research that the multiplicity of attribution controls in the rule of the form of actions was successful, and we concluded that the judge can apply to the formal side of the contract what is applied to the substantive side., and that there is a defect in the Palestinian legislation related to the method of dealing with attribution controls, and the scope of this rule.
