The European Union involvement in the Middle East Peace Process

This research analyses the policies of the European Union towards the Palestinians, assessing how policies have been formulated and implemented. It considers the position of the EU towards the peace process, examines the EU's aid and democracy promotion activities, and explores the effectiveness of the policies in the Palestinian territories. The research places particular emphasis on how the EU formulates policy, demonstrating that intergovernmental bodies, which make policy, take precedence over supranational bodies, which implement policy, with the result that issues to do with preserving sovereignty and maximising power within the EU play a greater role in determining collective foreign-policy than the ambitions of the EU's institutions. From this, the author argues, follow confusion, complexity and contradiction, and a propensity for policies to fail at the implementation stage.
