تتناول هذه الدراسة موضوعين إثنين: الأول دراسة لمراحل تطور عملية الاصلاح الفلسطيني، حيث شهدت المراحل الاولى تنامي الضغوط المحلية والدولية المطالبة بضرورة الاصلاح الشامل، تلتها خطوات إصلاح أولية إتخذتها السلطة الوطنية الفلسطينية، غير أنها لم تكن كافية لمواجهة التحديات. الموضوع الثاني: دراسة لأهم آليات محاربة الفساد الإداري والمالي والإقتصادي في السلطة الوطنية الفلسطينية من وجهة نظر المواطن الفلسطيني. وخلصت الدراسة إلى بعض النتائج والتوصيات، والتي كان أهمها إنشاء وكالة خاصة لمكافحة الفساد في المؤسسات العامة والاهلية والخاصة، إضافة إلى إنشاء محاكم خاصة للنظر في ملفات الفساد.

Mechanisms of Administrative, Financial and Economic Reform In the Palestinian Authority (A Palestinian Prespective) This paper deals with two main topics: Firstly, its studies the evolution of the Palestinian reform process. The early phases witnessed the growing local and international pressures calling for urgent and comprehensive reform. This was followed by initial reform attepts by the PA, but such attempts were rather limited and insufficient to face the challenges. The second topic examines the mechanisms of reform to fight administrative, financial, and economic corruption in the PA. from the perspectives of the ordinary Palestinians. The study has reached several recommendations in this regard. This encloded the establishment of special agencey to fight corruption in the public, civil and private institutions, and the establishment of special courts to rule on corruption.
