Assessing GIS Maturity in Local Government Units: A Case Study of Palestinian Municipalities

Enhancing the performance of local government units (LGUs) is crucial for ensuring the quality and consistency of services provided to citizens, with reliable geographic information being fundamental for service provision and decision-making. Existing international models for assessing GIS maturity have limitations, necessitating a comprehensive model that integrates their strengths while addressing their shortcomings. This paper offers an in-depth assessment of GIS maturity in Palestinian municipalities, evaluating three primary aspects: organizational aspects (OA), technological aspects (TA), and information availability and exchange (IAE). The study reveals a generally low to moderate GIS maturity level, a moderate ability to build and apply GIS, and a need for improved skills and expertise in GIS management and planning. Recommendations include developing a strategic GIS model tailored to different municipal scales, enhancing GIS resources and development, improving spatial data security and maintenance, and raising awareness among lawmakers about the importance of GIS for decision-making. These efforts aim to enhance municipal performance and achieve sustainable development in Palestine using GIS.
